Dhofar Energy, Water and Chemicals operates as both an investor and developer in the water, power, and chemical sectors. Our shareholders include both Omani and international individuals and companies, all with decades of experience and a strong reputation in these industries. We have successfully invested in and developed various projects worldwide, including:

  • Over 4,600 MW of power generation capacity, with approximately 70 MW sourced from renewable energy.
  • Water desalination plants producing more than 250,000 cubic meters per day.
  • Chlor-alkali chemicals with an output exceeding 60,000 tonnes per year.
  • More than 25 years of expertise in consultation, solution provision, and procurement for the oil and gas, water, wastewater, energy, metals, and minerals sectors.

Building on this extensive experience, we are now focusing our efforts in Oman to establish new green-chain businesses and plants that align with the sustainability goals outlined in Oman Vision 2040. One of Our key initiatives is an environmentally friendly chlor-alkali project in the Salalah Free Zone, which has a production capacity of 40,000 tonnes per year. After achieving Commercial Operation Date (COD), this plant will aim to incorporate green energy and SWRO brine as feedstock to maximize alignment with sustainability goals.

Mr. Maqbool Al Lawati

From Oman

Mr. Maqbool-Hussain Moosa Yousuf Al-Lawati (BSc, FCCA), a citizen of the Sultanate of Oman, is a Fellow member of The Chartered Association of Certified Accountants (ACCA), UK; an Alumni of IMD, Lausanne, Switzerland; and graduate of Southeastern Oklahoma State University, USA. He has been associated with Oil and Gas industry in Oman and Brunei Darussalam since 1979 and held various senior positions in Petroleum Development Oman LLC (PDO), Brunei Shell Petroleum Group (BSP) comprising BSP, Brunei LNG and Brunei Shell Marketing and Oman Liquefied Natural Gas LLC (Oman LNG) companies.

Mr. Al-Lawati currently representing the Republic of Peru as the Honorary Consular in the Sultanate of Oman.

Mr. Al-Lawati is leading Omani Contracting, Procurement and Engineering, Consulting Services companies with focus on delivering world class solutions to industries such as Solar and Renewable Energy, Oil and Gas, Petrochemicals, Chemicals, Mining, Water Desalination and Wastewater management.

He is also Proprietor of MHMY Auditors, a member firm of IAPA, established since 1990 in Muscat, Sultanate of Oman, serving over 300 clients in the fields of Statutory and Internal Audits, Tax Advisory, Out-Sourcing, Feasibility Studies, and related activities. MHMY clients vary from Oil and Gas, Telecom, Power, Water, Architects, Engineering Consultancy and other associated businesses.

Mr. Al-Lawati also served on the Board of Musandam Power Company SAOG, as Chairman and Board Member as well as member of Audit and Nomination & Remuneration Committees. Earlier he served on the Board of Al-Hassan Engineering Company SAOG, as Chairman of the Board, Chairman of the Executive Committee as well as Member of Audit and Remuneration & Nominations Committees.

Until March 2013 Mr. Al-Lawati was Chief Financial Officer at Oman LNG, responsible for the company’s financial activities as well as Supply Chain Management. He was also Chairman of the ERP Committee and Deputy Chairman of Oman LNG Tender Board.

Earlier at Petroleum Development of Oman (1979 to 2008), he participated in all aspects of Finance, including PDO Pension Investment Portfolio, Secretary to PDO Board Finance Committee, Internal Audit Manager and Secretary to Integrated Audit Committee as well as member of the PDO Tender Board. He was also Skill-pool Manager for the Finance Function, responsible for the Career Development of over 150 Finance Professional Staff (many of whom are presently holding or held Senior Executive positions in various companies in Oman and GCC). Between 1995 and 1997 he took an assignment at the Brunei Shell Petroleum (BSP) as Head of Contract and Procurement during which period he re-engineered the Supply Chain Management of the BSP Group.

Mr. Al-Lawati has also been engaged with numerous charitable social activities. He served as the Chairman of the Members Advisory Committee for the ACCA (Association of Chartered Certified Accountants) Oman Chapter, since it’s established in 2014 until 2019. He is an ardent cricket enthusiast and has been active member of Oman Cricket Academy (OCA) since the 1980s.

Mr. Rıza Haddadian

From Türkiye

With over four decades of experience in water infrastructure and power generation, he has been instrumental in delivering transformative projects that advance sustainable development. As a seasoned manager and a civil engineering graduate from the University of Southampton, his career encompasses leadership roles in developing, investment and managing high-profile initiatives, including large scale dams, renewable energy projects, Wind Farms, Solar farms, combined-cycle power plants.

His expertise also extends to the development of large-scale desalination plants, including a SWRO plant with the capacity of 200,000 cubic meters per day.

Serving as Managing Director and Board Member across multiple organizations, he has combined technical proficiency with strategic leadership to address critical challenges in energy production and water scarcity. Beyond professional achievements, he actively contributes to benevolent initiatives, reflecting a commitment to innovation, sustainability, and social impact.

Mr. Wolfgang Dreyer

Mechanical Electrical Services (MES GmbH) from Germany

The MES (Mechanical Electrical Services) is a German engineering firm that is entirely committed to the utilization of water. Drawing on decades of tradition and extensive expertise in mechanical engineering and project management, the company specializes in the development of turnkey water treatment plants on a global scale. Their scope of work extends beyond engineering tasks, encompassing the design of robust plants of various sizes and capacities suitable for both industrial and municipal applications.
